CITY COUNCILOR Roger Abaday, chair of the council’s committee on public order and safety, delivered a special report addressing the persistent use of modified motorcycle mufflers, commonly known as 'borabora pipes' during the regular Monday afternoon session of the 21st City Council, March 2 at the session hall of the legislative building.
Abaday voiced concerns over the noise disturbances caused by these altered mufflers, particularly disturbing residents while sleeping during late evenings and early mornings.
According to the report, the problem is noted in barangays Kauswagan, Gusa, Lapasan, and downtown areas where residents thereat have raised complaints about the disruptive noise.
Abaday emphasized the need to complement existing enforcement efforts with stricter measures targeting non-compliant mufflers.
He proposed crafting a comprehensive city ordinance that would not only penalize motorcycle riders using illegal modified pipes, but also hold sellers and manufacturers accountable.
