CDO COUNCIL APPROVES BUDGETS, DEVELOPMENT PROJECTS

THE 21st City Council, during its regular Monday session on March 9, presided over by Vice Mayor Jocelyn 'Bebot' Rodriguez, approved several agenda items including resolutions declaring the operability of barangay and SK budgets for CY 2026 and ordinances covering personnel reclassification, development permits, local partnerships, and other city programs.
 
1. Proposed Resolution Nos. 2026-261 to 2026-264 declare as operative the respective barangay ordinances approving the CY 2026 Annual Budgets of Barangay Pagatpat (P22,732,327.00), Barangay Consolacion (P22,136,681.00), Barangay No. 37 (P4,058,307.00), and Barangay Pigsag-an (P5,391,012.00).
 
2. Proposed Resolution Nos. 2026-265 to 2026-269 declare as operative the respective Sangguniang Kabataan (SK) resolutions approving the CY 2026 Annual Budgets of Barangay Mambuaya (₱1,385,762.00), Barangay No. 39 (P371,122.00), Barangay Gusa (P4,407,716.00), FS Catanico (P689,141.00), and Barangay Balubal (P1,361,452.00).
 
3. Proposed Ordinance No. 2026-208 reclassifies vacant positions in the plantilla of the City College of Cagayan de Oro from Attorney II (SG-18) to Assistant Professor IV (SG-18) and Executive Assistant I (SG-14) to Administrative Officer III/Records Officer II (SG-14).
 
4. Proposed Ordinance No. 2026-209 authorizes the temporary use of a portion of the city-owned EcoPark property in Bayanihan Village Phase 1, Barangay Camaman-an as a site for constructing temporary classrooms for Camaman-an Elementary School and National High School Extension.
 
5. Proposed Ordinance No. 2026-210 approves the Development Permit of Familia Verde Phase 3 Project in Barangay Lumbia with an area of 57,460 square meters containing 391 lots, applied for by Pueblo de Oro Corporation, subject to conditions from concerned city offices and agencies.
 
6. Proposed Ordinance No. 2026-211 approves the application of Mr. Edison N. Aring of the Canitoan-Pagatpat Cockers Association to hold a 3-Cock Derby on March 16-18, 2026 at the Canitoan-Pagatpat Cockpit Arena in Barangay Pagatpat during the Feast of Saint Joseph celebration.
 
7. Proposed Ordinance No. 2026-212 authorizes City Mayor Rolando A. Uy to enter into and sign a Payroll Servicing Agreement with the Development Bank of the Philippines (DBP) for payroll and related financial services through the ATM system.
 
8. Proposed Ordinance No. 2026-213 authorizes City Mayor Rolando A. Uy to sign a Memorandum of Agreement with Oro Integrated Cooperative and Philippine Southfield School for the establishment of a Teen Center in Cagayan de Oro City through the Community Improvement Division.
 
9. Proposed Ordinance No. 2026-214 authorizes City Mayor Rolando A. Uy to sign a Memorandum of Agreement with DepEd Cagayan de Oro and various cooperatives and institutions for the establishment of school-based Teen Centers in National High Schools in Cagayan de Oro City.
