CITY COUNCIL OKAYS SALARIES, APPOINTMENTS, DEVT PLANS

APPROVAL of budgets for allowances and salaries of personnel of the city-owned JR Borja General Hospital (JRBGH) including the House of Hope along with confirmation of key officials and development plans were passed in Monday’s (Dec. 9) regular afternoon session of the 21st City Council presided by Vice Mayor Jocelyn Rodriguez.
 
The ordinances and resolutions approved consist of the following:
1. Proposed Resolution No. 2025-126 confirms the appointment of Atty. Roy Hilario P. Raagas as City Government Department Head II (City Administrator).
 
2. Proposed Resolution No. 2025-127 confirms the appointment of Atty. Kenneth O. Tamala as City Government Department Head II (City Legal Officer).
 
3. Proposed Resolution No. 2025-128 confirms the appointment of Ivy S. Guantero as City Government Department Head II (City Information Officer), with all rights and privileges appurtenant thereto.
 
4. Proposed Resolution Nos. 2025-129 to 2025-147 declare operative in their entirety the barangay ordinances covering the Annual or Supplemental Budgets of Barangays 29, 39, 24, 14, Balubal, 1, Lumbia, 15, Lapasan, Dansolihon, 21, 18, 8, 38, 22, Agusan, 27, Camaman-an, and Gusa, effective on the dates specified therein.
 
5. Proposed Resolution Nos. 2025-148 to 2025-150 declare operative in their entirety the Annual or Supplemental Budgets of the Sangguniang Kabataan of Barangays Bulua, 13, and Indahag, effective on their fixed dates.
 
6. Proposed Resolution No. 2025-151 accredits the Panabo Multipurpose Cooperative as a member of the Local Special Bodies pursuant to DILG Memorandum Circular No. 2025-060 and Article 64, Rule XIII of the IRR of the 1991 Local Government Code.
 
7. Proposed Ordinance No. 2025-143 authorizes the City Accountant to charge P85,000.00 from the 2025 budget of the City Tourism and Cultural Affairs Office to pay honoraria for six individuals who rendered services during the September 2024 Indigenous Peoples Month exhibit related to acquiring the Higaonon ritual artifact 'BANGKASU.'
 
8. Proposed Ordinance No. 2025-144 authorizes the City Accountant to charge P24,500.00 from the 2025 MOOE of the Office of the City Vice Mayor to reimburse prior year purchase requests.
 
9. Proposed Ordinance No. 2025-145 authorizes the City Accountant to charge P64,000.00 from the CSO Desk MOOE under the Office of the City Planning and Development Coordinator to pay meals and snacks for 40 participants during the Committee on People’s Organization 3rd and 4th Quarter meetings.
 
10. Proposed Ordinance No. 2025-146 authorizes the City Accountant to charge P82,750.00 from the MOOE of the Office of the City Mayor-City Sports and Development Commission to purchase 100 volleyball nets and 50 badminton rackets.
11. Proposed Ordinance No. 2025-147 authorizes the City Accountant to charge P195,090.00 from the Local Economic Enterprises-PMI fund to pay unpaid PMI differentials for CY 2024 for specified personnel from various city departments.
 
12. Proposed Ordinance No. 2025-148 authorizes the City Accountant to charge P130,000.00 from the Office of the City Mayor’s MOOE to pay various CY 2024 accounts covered by specified purchase requests and orders.
 
13. Proposed Ordinance No. 2025-149 authorizes the City Accountant to charge P1,776.00 from the Local Economic Enterprises-PMI fund of the City College to pay the unpaid CY 2024 PMI differential for specified City College personnel.
 
14. Proposed Ordinance No. 2025-150 appropriates P5,433.00 from the Terminal Leave Benefits fund earmarked for Dorothea P. Mabao to pay the Terminal Leave Pay of Engr. Paul Christian B. Tape, who resigned effective September 19, 2024.
 
15. Proposed Ordinance No. 2025-151 appropriates P235,994.98 from the Terminal Leave Benefits fund earmarked for Ms. Wilma V. Belascuain to pay the Terminal Leave Pay of the late Mr. Eleuterio D. Tampohan, who retired on February 21, 2023.
 
16. Proposed Ordinance No. 2025-152 appropriates P283,869.00 from savings in the JRBGH salaries and wages to pay the salaries and benefits of newly appointed personnel of the JRBGH-City Hospital-House of Hope (Annex) whose appointments took effect on November 4, 2024.
 
17. Proposed Ordinance No. 2025-153 appropriates P53,873.00 from savings in the Office of the City Engineer salaries and wages to pay the unpaid Year-End Bonus of Karl Johnson S. Abecia, appointed October 16, 2024.
 
18. Proposed Ordinance No. 2025-154 appropriates P116,872.00 from JRBGH salary savings to pay Hazard Pay, Laundry, and Subsistence Allowances for JRBGH personnel from July to December 2025.
 
19. Proposed Ordinance No. 2025-155 appropriates P1,267,046.62 from JRBGH salary savings to pay the salaries and benefits of newly appointed regular JRBGH personnel whose appointments took effect from October 1 to December 31, 2024.
 
20. Proposed Ordinance No. 2025-156 appropriates P1,787.52 from the City Housing and Urban Development Department salary savings to pay unpaid salary differential and benefits of Ms. Annie R. Sambaan for October 1, 2023 to September 30, 2024 due to step increment.
 
21. Proposed Ordinance No. 2025-157 appropriates P183,193.00 from City Hospital-Lumbia salary savings to pay the salaries and benefits of newly hired personnel for October 16- December 31, 2024.
 
22. Proposed Ordinance No. 2025-158 appropriates P350,000.00 from the Terminal Leave Benefits fund earmarked for Ms. Marilyn P. Babia to pay the Terminal Leave Pay of Ms. Maricris Y. Mulat, who resigned effective October 7, 2024.
 
23. Proposed Ordinance No. 2025-159 appropriates P272,082.13 from JRBGH salary savings to pay the salaries and benefits of newly promoted JRBGH personnel whose appointments took effect from October 1 to December 31, 2024.
 
24. Proposed Ordinance No. 2025-160 grants a one-grade salary increase to Mr. Victor E. Tupag, Administrative Aide VI of JRBGH, and appropriates P4,858.00 from JRBGH salary savings to pay his three-month salary differential before his compulsory retirement on November 3, 2025.
 
25. Proposed Ordinance No. 2025-161 appropriates P73,102.40 from the Terminal Leave Benefits fund earmarked for Mr. Siegried B. de Guzman to pay the Terminal Leave Pay of Ms. Mae Ann P. Perez, who resigned effective July 1, 2024.
 
26. Proposed Ordinance 2025-162 grants a one-grade salary increase to a retiring Office of the City Health Officer employee under RA 7305 and appropriates P14,931.95 from savings under Salaries and Wages-Regular (Pharmacist II) to cover her three-month salary differential from July 12 to November 2, 2025.
 
27. Proposed Ordinance 2025-163 appropriates P9,424.93 from the Special Purpose Fund for Terminal Leave Benefits (earmarked for Ms. Helen R. Dabatian) to pay the Terminal Leave Pay of former Administrative Aide I Ms. Cynthia D. Olaer, whose appointment expired on November 1, 2011.
 
28. Proposed Ordinance 2025-164 authorizes charging P3,619,166.67 from Awards/Rewards Expenses for National and International Sports Medalists to pay the cash incentives of Cagayan de Oro athletes who won individual and team awards in national and international competitions for FY 2023-2024.
 
29. Proposed Ordinance 2025-165 authorizes charging P790,000.00 from the Land Asset Management Program (Titling Expenses) to cover transfer, registration, and miscellaneous fees for the 119 land titles of the Heirs of Juan and Rita Maandig in Mandumol, Macasandig, used as an on-site resettlement area for Buena Oro residents.
 
30. Proposed Ordinance 2025-166 approves the 2026 Local Disaster Risk Reduction and Management Fund Investment Plan (LDRRMFIP) of Cagayan de Oro City.
 
31. Proposed Ordinance 2025-167 mandates the creation of a separate Disaster Risk Reduction and Management Special Trust Fund account for every barangay to ensure improved financial monitoring and transparency.
 
32. Proposed Ordinance 2025-168 authorizes the City Mayor to sign a MOA with USTP CDO Campus for collaborative training and capacity-building programs supporting women-led MSMEs.
 
33. Proposed Ordinance 2025-169 approves the Special Permit application of Indahag Square Garden to hold a 3-Stag Seasonal Derby on December 22-23, 2025 at Sitio Lomboy, Indahag.
 
34A. Proposed Resolution 2025-152 adopts the Updated Enhanced Local Climate Change Action Plan (ELCCAP) for 2022-2031.
 
34B. Proposed Resolution 2025-153 adopts the City Farm-to-Market Road Network Plan for 2025–2028.
 
34C. Proposed Resolution 2025-154 adopts the City Agricultural and Fishery Mechanization Plan for 2025-2028.
 
35. Proposed Resolution 2025-155 adopts Supplemental Annual Investment Program (SAIP) No. 4 for Fiscal Year 2025 of Cagayan de Oro City.
 
36. Proposed Resolution 2025-156 adopts the Cagayan de Oro City Risk Communication Plan for 2025-2028.
 
37. Proposed Ordinance 2025-170 authorizes the City Mayor to sign a MOA with DOH CHD-Northern Mindanao for the grant of a P50,000 cash incentive to the City Government for ranking 5th among LGUs in Good Practices in Health.
 
38. Proposed Ordinance 2025-171 authorizes the City Mayor to sign a MOA with DSWD and DSWD-FO 10 for the pilot implementation of the Enhanced ProtecTEEN Program through the CSWD Office.
 
39. Proposed Ordinance 2025-172 authorizes the City Mayor to sign a Deed of Donation and Acceptance with Latter-Day Saint Charities-Philippines for medical equipment and items for CDO City Hospital-Tablon (Annex).
 
40. Proposed Ordinance 2025-173 authorizes the City Mayor to sign a Deed of Donation and Acceptance with Latter-Day Saint Charities-Philippines for medical equipment and items for the J.R. Borja General Hospital.
 
41. Proposed Resolution 2025-157 congratulates and commends Mr. John Paul Robert V. Bildan for placing 6th in the November 2025 Licensure Examination for Agriculturists.
