In Mayor Moreno's message, he said that he's been planning for a long time so that the CDO-TVI operation will be given autonomy, the improvement through technological innovations will be promoted and CDO-TVI will be given capacity to make ' agreement s' in the private sector and government agencies.

Councilor Suzette Magtajas-Daba, Education committee chairperson, said that the ' incorporation ' in CDO-TVI is a success that aims to strengthen the education system in the city, give more attention to the ' marginalized sector ', and free technical and Vocational trainings.
