Health officials of Cagayan de Oro City cautioned Kagay-anons not to self-medicate when they are showing symptoms of the novel coronavirus (COVID-19).

 

In today’s press conference (April 20) at the City Hall, Dr. Ian Gonzales, head of the Infectious Disease Cluster of the Department of Health Region 10, said it is best to consult with their doctors right away when they are experiencing cough, fever, or other symptoms.

 

Gonzales also advised the public against purchasing diagnostic rapid test kits on COVID-19 that are allegedly being sold via social media.

 

According to him, although some of the rapid test kits have been approved by the Food and Drug Administration (FDA), they are not fit for “personal or home use.”

 

“These rapid test kits still need to be administered by doctors or health workers,” said Gonzales, adding that the results need to be interpreted properly in an appropriate facility.

 

As of today (April 20), no new cases have been admitted to the Northern Mindanao Medical center (NMMC), the COVID-19 referral hub of Region 10.

 

Gonzales also shared that the Regional Tuberculosis Reference Laboratory is undergoing renovations to be established as a local COVID-19 testing facility.

April 17, 2020 - Gikompirma ni Cagayan de Oro City Mayor Oscar Moreno nga adunay panibag-ong positibo nga kaso sa COVID-19 ang kamulong gi-atiman sa Northern Mindanao Medical Center (NMMC).

 

Sa gipatigayon nga ika-30 nga press conference sa CdeO City Government alang sa COVID-19, gi-ambit ni Moreno nga ang panibag-ong pasyente kay usa ka 68-anyos nga lalake nga residente sa Marawi City.

 

Gi-dugang ni NMMC Medical Director Dr. Jose Chan nga ang pasyente kay gi-admit sa ospital adtong April 9, 2020 apan bag-uhay lang kini nagpositibo sa COVID-19. Matod niya, wala’y history sa pagbiyahe ang pasyente.

 

Wala ni siya’y travel history; pero aduna lang siya’y history na exposure sa iyang anak na gikan sa Manila,” ingon ni Chan.

 

Gi-ambit usab ni Chan nga stable ang kahimtang sa pasyente pero gabati kini og paglisod sa pagginhawa gawas sa lain pa nga mga balati-an.

 

Daghan sad gibati ning pasyente; dili lang ubo, pero naa pud siya’y diabetes, history sa iyang problema sa kidney; naay co-morbidities.”

 

Gidugang usab ni Chan nga ang pasyente kay kasamtangang gikabitan og oxygen.

 

Sa pagkakaron, aduna na’y duha (2) ka pasyente ang kamulo na nga gitambalan sa NMMC. Ang usa kay ang 16-anyos nga batang babae nga anak ni PH598 ug iyahang bana nga una na nga nag-negatibo.

 

Kasamatangan nga nagpabilin sa 11 ka kaso ang natala sa Northern Mindanao kay ang bag-ong kaso sa COVID-19 na gi-admit sa NMMC kay lumulupyo sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

April 15, 2020 - Health officials of Cagayan de Oro gave an assurance to the public that they are closely monitoring the city jail for a possible coronavirus transmission.

During the 28th press conference at the City Hall, epidemiologist Dr. Joselito Retuya said that the inmates of the CDO City Jail in Barangay Lumbia have been regularly checked to avoid the spread of COVID-19 inside.

"The Bureau of Jail Management and Penology (BJMP) issued a memorandum order (BJMP COVID-19 Advisory No. 6) mandating all in-mates who have received visitors, whether male or female, to be regularly checked," he said.

Apart from COVID-19, Retuya highlighted that they are also monitoring the possible transmission of Human Immunodeficiency Virus (HIV) and other respiratory illnesses among the inmates.

“We have regular surveillance for male and female inmates in the City Jail for HIV,” Retuya iterated.  

Since March 20, 2020, BJMP has been implementing an absolute lockdown in all of its jail facilities, including the CDO City Jail, to curb the spread COVID-19.

CDO implements barangay exit pass regulation

Cagayan de Oro City Mayor Oscar Moreno signed on Tuesday, April 14, the Executive Order 62 (EO62) to implement the Barangay Exit Pass (BEP) regulation to curb the spread of COVID-19.

 

EO62 aims to address the gathering of people in sizable crowds, a clear violation of the “Stay at Home” and social distancing guidelines of both the national and city governments under the implemented General Community Quarantine.  

 

Under EO62, the barangays are directed to adopt and implement a barangay exit pass policy, namely:

 

  1. All barangays in the city shall implement an Exit Pass Policy, which shall govern and regulate the movements of people within their respective areas of jurisdiction who may wish to leave their houses and barangays for essential purposes;

 

  1. Employees reporting to work shall only be required to present their respective Employment Identification Cards to the concerned barangay officials and personnel or the Homeowners Association (HOA) representatives, duly authorized by the barangay; and

 

  1. Residents who require urgent medical attention shall be allowed to leave their homes without the need of securing a Barangay Exit Pass.

 

All barangays are directed not to charge any fee for the issuance of the exit pass. The cost for the BEP issuance will be fully shouldered by the city government.

 

The implementation of the EO will fall under the hands of the concerned sangguniang barangay officials and personnel, tanods and the duly-authorized members of the homeowner associations within the barangay, and the Philippine National Police (PNP) personnel under the Cagayan de Oro City Police Office (COCPO).

 

The City Legal Department is also directed to initiate appropriate charges for those who will fail to follow the BEP regulation.

 

In various press briefings at the City Hall, Moreno said that there is a need to sustain the collective efforts of the government to contain the spread of COVID-19 and to provide for the simplified procedure in the issuance of exit clearances.

 

He also reminded the barangays that the Barangay Exit Passes are not equivalent to the Quarantine Completion Certificates which can only be issued by the city government.

Cagayan de Oro City Mayor Oscar Moreno said in a press conference today, April 13, that he has signed an ordinance requiring all residents to wear face masks in public places.

 

Under what Moreno called as the “Face Mask Ordinance,” the city government is set to distribute around 200,000 locally-made face masks to Kagay-anons.

 

“I’m sure most of the residents already have their face masks, so what we will be distributing will only serve as an augmentation,” Moreno said.

 

Moreno added that the masks will be for civilian use and not for the local hospitals (as the latter will have different provisions of Personal Protective Equipment or PPE).

 

“We prohibit anyone from being in a public place without wearing a face mask,” Moreno said.

 

The city government is set to coordinate with community leaders, police personnel, and health professionals in its implementation.

 

Moreno hopes that with this ordinance, the public will cooperate in the call to curb the spread of the novel coronavirus.

 

The mayor said: “We should not be complacent in dealing with the virus. We need to continue our defenses. Please stay at home, wash your hands regularly, and pray that we can all get over with COVID-19 soon.”

 

The guidelines for the “Face Mask Ordinance” will be disseminated in the coming days.

 

Moreno also shared that he is about to sign the ordinance on the issuance of Barangay Exit Passes.

Gibatyag kini ni City Health Office officer-in-charge Dr. Lorraine Nery sa gimugna nga ika-26 nga press conference sa Cagayan de Oro City Government alang sa COVID-19 human namatikdan ang pagsaka sa mga tao nga gapanggawas sa ilahang mga panimaalay human sa padayon nga pag-ubos sa mga gakatala nga PUMs ug PUIs.

 

Gipasiugda ni Nery nga bisan nagkaubos ang numero sa mga postibo og possibleng kaso sa COVID-19, dili pa gihapon luwas alang sa publiko nga mugawas sa ilang mga panimalay.

 

While atong PUIs and PUMs nagkaubos nag’yud sa numero, dili pasabot nga luwas nagyud kita sa COVID na sakit. Ayaw og kumpyansa sa kani nga mga numero nga atong gapagawas karon na nigamay na.”

 

Duggang pa ni Nery nga lakip pod nila gipadayon ang contact tracing sa mga PUMs nga nakahalubilo sa mga naa’y kaso sa Severe Acute Respiratory Illnesses (SARI).

 

Naa tay ginamonitor karun na mga PUMs na gi-tag for contact tracing from those na nag positive ug katung naay mga SARI cases nga naadmit sa NMMC.

 

Sa pagkakaron, aduna’y pito (7) ka PUMs: 1 gikan sa Brgy. Bulua; 2 gikan sa Brgy. Camaman-an’ 1 gikan sa Brgy. Kauswagan; 2 gikan sa Brgy. Lapasan; ug 1 gikan sa Brgy. Lumbia.

 

Ang lima (5) kanila kompleto na sa prescribed 14-day quarantine period karong adlawa ug ang nabilin nga duwa makakompleto na ugma.

During the CdeO’s 25th press conference on COVID-19, City Economic Cluster representative Paul Douglas Calingin said that the city government is taking part in the “Kadiwa on Wheels”  (KOW) initiative of the Department of Agriculture (DA).

 

According to Calingin, the city government will help in establishing security and providing assistance in information dissemination and coordination with barangay officials upon rolling out of KOW.

 

“Our role would involve in disseminating information with the help of our barangay technicians and in coordinating with our barangay councils through the head of the committee of the agriculture,” he said. “We will also provide assistance for the security.”

 

Calingin added, “Most of the produce that will be sold by KOWs came from the farmers of Miarayon, Talakag, Bukidnon.”

 

KOW is the agriculture department’s initiative to help farmers and fisherfolks to market and sell their products while allowing consumers an easier access to healthy, nutritious, and reasonably priced food amid the current health crisis brought about by COVID-19.

The city government of Cagayan de Oro has reminded the local retailers and supermarkets that there should be no price movement on basic commodities while the nationwide price freeze is in effect.

 

“We have observed that in various areas of CDO, some retailers are imposing their own prices on basic goods,” said City Economic Cluster representative Paul Douglas Calingin in a press conference on Saturday, April 11.

 

Calingin said that the Department of Agriculture (DA), Department of Trade and Industry (DTI), and City Economic Enterprise Department (CEED) are currently consolidating a comprehensive list of suggested retail prices for basic commodities.

 

“We hope to come up with the final figures for the basic commodities that we can present to the public on Tuesday (April 14),” Calingin said.

 

This localized list of prices of basic goods will serve as a guide for the retailers in public markets (particularly in Cogon, Carmen, and Puerto markets), supermarkets (e.g. malls), and even for informal or online stores.

 

Under the Joint Memorandum Circular of the DA, DTI, and the Department of Health (DOH), the price freeze covers all persons, including those who sell through the internet or other media.

 

Basic goods under the DTI jurisdiction include canned fish and other marine products, locally-manufactured instant noodles, bottled water, bread, processed milk, coffee, candles, and laundry soap, detergent, and salt. The DA covers basic goods such as rice, corn, cooking oil, fresh, dried and other marine products, fresh eggs, fresh pork, beef and poultry meat, fresh milk, fresh vegetables, root crops, sugar, and fresh fruits. Essential drugs are under the DOH.

 

Pursuant to Republic Act 7581 or the Price Act, the price freeze on basic commodities took effect on March 9 and will end on May 9. The implementing agencies can also recommend a price ceiling for basic commodities “should the existence or effects of COVID-19 continue to persist beyond the 60-day period.”

 

The city government, at the start of the imposition of the community quarantine, cautioned all local establishments not to take advantage of the global pandemic to jack up the prices of basic necessities.

 

Calingin assured the consuming public that they have intensified their monitoring measures on the prices of basic commodities in the city with the help of community leaders and police personnel.

 

Consumers are encouraged to report any concern related to overpricing, profiteering, and questions on the suggested retail prices of basic necessities.

 

Any person or entity found violating the Price Act will be fined between Php5,000 and Php2M, and face imprisonment between five and 15 years.
